The fifth issue of the Şehremaneti Magazine was published on January 1, 1341 (January 1, 1925). As in the previous issues, the magazine was divided into certain sections and included articles about the developments in the city in the relevant period, statistics, and municipal studies and history.
The first article is entitled " Dahiliye Vekili Recep Beyefendi’nin Mecmua Hakkında Mütaalat ve Takdiratı” (The Opinions and Appreciation of the Minister of Interior, Recep Peker about the Magazine). This article was signed by Osman Nuri Ergin and includes a letter from Recep Peker, the minister of interior of the period. It contains Recep Peker’s views and suggestions about the magazine; the issues highlighted in the letter are discussed and information is provided on the content of the next issues of the magazine. In the aforementioned letter, in response to Recep Peker's suggestion that Anatolian municipalities should be included in the magazine, it is stated that this has been tried to be done but no result has been obtained yet, and it is said that "So far, not even a half-line letter has been received from any municipality". In the rest of the article, Osman Nuri Ergin states that economic statistics on subjects such as vital needs, labor rates, and foreign exchange markets will not be included as of this issue, and such information can be obtained from the Chamber of Commerce and economics magazines and market newspapers to be published.
The second article of the magazine is the report of the German professor Detweiler, which includes suggestions for eliminating the high cost of living in Istanbul. Detweiler was also the chief of supplies for the well-known German admiral Alfred von Tirpitz. After listing the reasons for the high cost of living which he found "unnatural", Detweiler presented his suggestions under the headings classified as "Bread Issue", Staple Food with Albumin, "Milk Supply" and “Fuel”. He listed the reasons for the high cost of living in Istanbul as the scarcity of cereals required to meet the need for bread and the absence of trade.
The "Bread Issue" in Istanbul has been discussed since the first issue that said "The issue of the day in Istanbul is to make bread cheaper". Detweiler's suggestion to this issue is that the supply of alternatives such as potatoes should be focused instead since bread supply became difficult due to the absence of wheat. Detweiler recommended that larger quantities of beans and chickpeas are imported to Istanbul from Anatolia in order to overcome the problems in staple food that are priced well above the world markets. He stated that chestnut can also be considered in Istanbul markets in this context. He drew attention to the necessity of having cheap milk in the market especially for children, and recommended the entry of large capital groups into livestock and pasture farming activities for milk supply.
In this issue of the magazine, wide coverage was given for the opening of the street called Mustafa Kemal Street which stretches from Yenikapı to Saraçhane. Information was provided about this street, the construction of which started on August 26, 1924, and the first part of it was opened on October 29, 1924, and about the municipality's work on the subject. In the end, an explanatory note signed by Osman Nuri is included.
In the “Public Works Section”, the discussions about the demolition of the city walls of Istanbul are addressed. The article entitled "The Issue of Istanbul's Walls", published by Halil Edhem, one of the important names in cultural history studies in Turkey, includes allegations about the demolition of the city walls from Sarayburnu to Yedikule, which appeared in the newspapers and were circulated by word of mouth. Edhem conveys the aforementioned walls with his historical and functional narrative. He also makes evaluations in the context of the political atmosphere and cultural policies of the period, and focuses on the fact that demolishing the walls will be equivalent to destroying history and the memory of the city will be greatly damaged. It should be noted that this article by Edhem is one of the first works written about the memory of Istanbul's cultural and architectural history.
The review and research section of the magazine includes the report which was prepared by Mustafa Hulki, Director of the Machinery and Industry Branch of the Technical Committee, who was sent to European countries to make observations about municipal works and prepare a report as well as by Esat, the Director of the Committee of Health, Veterinary Faculty, as a result of his travels in Sofia, Bucharest, Budapest, Vienna, Berlin, Dresden, Cologne, Ogsburg (Augsburg), Liyej (Liège), Monès, Brussels, Paris and Marseille between August 22 and December 16, 1923. It is reported that this report, which is stated to have been prepared in great detail, will be published in sections in the next issues. In the fifth issue of the report, observations on issues of interest to the municipality, such as the following, are provided: slaughterhouses, cold storages, the unit where unsuitable or diseased animals are destroyed, meat transport within the city, marketplaces, milk control agencies, bakery and cleaning works etc.
For the first time in this issue, a thorough study of the history of the Şehremaneti was made. The history of the concept of "Şehremini", the old administration of Istanbul and the establishment of the municipal organization with the Tanzimat were explained in detail. In addition, a carefully prepared table is included, including the terms of office of heads of the municipal police who served from 1271 (1855) to 1341 (1925). It was stated that it was aimed to publish the biographies of the heads of the municipal police who served since 1855, which is accepted as the foundation of the Istanbul Şehremaneti. In this context, the biography of Salih Pasha, the first head of the municipal police of Istanbul, was published.
The next section of the magazine includes laws, regulations and instructions related to municipal affairs. In this context, in addition to a regulation on how municipal crimes will be punished (“Instructions on the Method of Punishing the Municipal Crimes”), two more regulations were published, one on the production of raki and cognac (“Instructions on Artificial and Natural Raki and Cognacs”), and the other on haircuts and barbers (“Instructions on the Health Conditions to which Barbers and Hairdressers are Obliged to Adhere”).
Statistical information about animals used for transportation and cleaning in Istanbul, transportation vehicles and trams in operation are included in the "Statistical Section” that is, statistical information section of this issue.
With the fifth issue, it is seen that the magazine has expanded in terms of subject and scope, and has been developed in line with demands and needs, with some sections added or removed as unnecessary. In addition, the intention of the magazine to open to Anatolian municipalities is felt both in the section where the letter of the Minister of Interior Recep Peker is discussed and in the list of subscribers added to the back cover. As it can be understood from this list, which will continue in the next issues, many municipalities and municipal officials from Anatolia have subscribed to the magazine.
